This is a Dutch Loddereine with a nice message on its cover that leaves no doubt about its function.
I notice the following hallmarks:
Base: Lion Passant mark
Base: PC / 114? that could be the silversmith's mark
Cover: capital letter L? which I interpret as the year 1806
Cover: unidentified
On the lid closure, you can see two barely distinguishable elliptical marks that I attribute to Minerva's Helmet
