Small sterling ladle Crown & Cross - need help with make

Does anyone know this manufacturer...the piece is marked Sterling and has a symbol of what looks like a crown on a cross? Also what is the function of this small ladle 4.5"?

Manchester's Mary Warren pattern, introduced in 1910, looks like a mayonnaise or small cream ladle to me.
