I have a small Apostle Spoon, with a gilt bowl, but I cannot identify the marks. Are they continental European?
Two hallmarks are visible.
1. A Maltese Cross?
2. Indistinguishable. I’m unsure which way to view this mark i.e. which is the top?
Can anyone please identify these marks to give an indication of country/region, date or maker’s marks?

Could be German pseudo marks. See Wolf & Knell;

The Indistinguishable mark, if you turn it around, could be an eagle wings and legs spread.
