Makers help needed - Chalice and plate

I have bought a silverplate (i believe it to be) chalice and plate
I cannot find the maker despite using the usual research tools, can anyone identify the maker ?
I did wonder if it was military with the marking looking like a broad arrow?

The initials are E&Co and the manufacturer is Elkington & Co of Birmingham.
