Russian Silver or Silverplate Mark

Someone is inquiring about this mark to me, and my first impression is that it is silverplate, but shows Russian 84 mark below a lion passant, and further Russian letters to the right, would appreciate any other thoughts from the silver experts out there. Thanks!

Thanks very much, I even suspected it was not Russian but the word Apollo even looks a bit Russian with the two ll...many thanks!
