:::: I understand this is not silver and Lithuania is not Russia so I apologize ::::: The gold on this pin keeps testing (with an electronic gold tester) as 24K :::: I don't understand the hallmarks at all but I thought if I posted this in the Russian forum it might be the best option for finding out the maker ::::

як 9 stands for Калининградский янтарный комбинат Kaliningrad amber factory
Number 9 is date code for 1969.
Most of amber produced there was set in gilded silver; often without official marks for fineness due to limited size of metal surface, I suppose.
On the other hand, gold had to be marked with star mark and 583 for 14 K.
