E F Wilson seems likely to be the New York silversmith Edwin Franklin Wilson.

I should have asked how you searched this to find the info. I do believe you are correct. This spoon was purchased out of Rochester!

Ancestry.com. It doesn't give anything in the way of actual attribution, but it's not uncommon for it to get someone started on a possible track for a maker and etc.
