Can anyone help me read the Birmingham date letter P and makers mark, G.P.S. Thank you in advance for looking. What year and who makes?

It is not possible to give a definitive answer to your questions. The maker, GPS, is not identified in any reference of which I have knowledge. The date letter p (or P) is either 1914 or 1939. Your picture is not detailed enough to tell which it is. For reference the 2 date letters (shown as silver hallmark date letters, not in the cut-corner rectangle for gold) are:
