I found this today. A sugar tongue only marked J P & SS. I think it could be solid and not plated. Any suggestions are welcome.

I looks more like a silverplate maker's mark from Sheffield.

Hello, I too think the marks on your tongs suggest silver plate, and likely from Sheffield with the extra "S". What do you think about the the spacing of the letters, they are fairly uniform? It is suggested that "JP&S" might be the marks of Joseph Parker & Sons.
Originally just "Joseph Parker" he was a "plated spoon & fork mnfrs" at 69 Arundel Street, Sheffield in 1871. In 1872 he became "& Sons" at Trinity Street. Whites Directory of Sheffield & Rotherham has them still there as "electro- plate manufacturers" in 1905 and 1911.
Of course "J" and "P" are well used to start names so Joseph Parker & Sons is only a possible maker.
