Chinese Silver Ring w/ Dragons and Characters

Hello!
I have fascinating ring with raised dragons on the sides, and Chinese characters on the front. It is hallmarked inside, but somewhat worn. I've done my best to photograph the marks. The ring is very light weighing under 5 grams. I'd like to know what the Chinese characters mean on the front. Is it a signet ring? Any ideas on what the hallmarks mean? Any information would be most welcome!
