Just a possibility.
Known a JOhannes Ludwig (Ludvik, Ludvig) in Nyitra in the 19 century. Born in 1804, Died in 1847.
But so far in Nitra, I haven't found an object with only 13 fineness number, they always marked their objects with hallmark, which was a hand holding a flag.

The city of Nyitra is located on the territory of Slovakia. Previously, these lands belonged to the Austrian Empire, but there was a different system for testing precious metals. In addition to the purity of the metal, there must be a date and a city. I believe that the shown mark "LUDWIG 13" refers to Germany.

I agree with you, that Germany is most likely.
But I know several examples when we can find only a fineness number (12 or 13) and maker mark in the silver item.
But fact is, I never saw this kind of example in Nyitra.
