Hello!
I guess that is German but I am not sure. May be Breslau (Wroclaw)?

Yes, Breslau. Maker LF is Leberecht Fournier, working in the first half of the 19th century.

Born: 24 Nov 1788, Berlin, son of silversmith Johann Georg Fournier & Sophia Caroline Siemern
Married: 1815, Berlin, to Christiane Friedrike Bretzel
Master: 1821, Breslau
Died: 6 Aug 1849, Breslau

The date letter Q was used by Breslau guild warden Carl Gottlieb Freytag ca 1822-1834.
