Sheffield serving piece with ivory handle

My brother has a Sheffield serving piece with what appears to be an ivory handle with some carving on the end of the handle. The Hallmark is: J.Y, Sheffield crown, the lion (1928, I think), and the letter l (appears to be lower case L). These marking are on the front side of the server. On the bottom side, there are other markings: G.W, &, s, and then IP turned on its side.
Can anyone identify this server? The silver portion is about 6.5-7 inches long. It reminds me of a cake server somewhat, but the edges curve upward slightly. There is engraving on the top edges of the blade/spoon portion. It does come to a point. Can anyone identify the maker or give me any other information? Thanks, JP
