help identify the country and manufacturer. cigarette case

Czechoslovakia; anchor, export mark for precious metal, used from 1929 to 1941 and 1949 to 1992. This modified anchor export hallmark indicated that the item had no validity for retail sale in Czechoslovakia. The domestic hallmark silver ( used 1929-1941), a cross over three-hill landscape with number 3 for silver 900/000, in rounded triangular frame-shape has been made invalid. The (maker's) mark PA is unknown to me.
