Sugar tongue town? maker?

The sugar tongue is marked with kokoschnik looking left and cyrillic letters ? L behind the head. The maker's mark I read in cyrillic SKL also could be BKL. Better photos were not possible. Could anybody help me to identify the item.

Only matching initials are:
LEVIN Stepan Kuzmich, founded in 1875, Plyushchikha, Frolova village. In 1897 he had 19 workers, 9 of them teenagers, and produced tea utensils, forks and knives worth 8 thousand rubles.
Postnikova-Loseva: No. 2882.

Thank you very much AG2012. In the meantime I found out that the assayer was Ivan Lebedkin.
When was the working period of Levin? 1875-1907. Is this right?
My sugar tongs are clearly Jugendstil.

Stepan Levin's products have been dating since 1869. As for the last year, there are some doubts, but I think about 1904.

Jugendstil style tells everything about the production period; after 1900.
It is known as ``modern style`` in Russian.
