Small knives made from shell or horn, use?

I have these 6 small knives, 15 cm long. They are made of plastic, or tortoise shell, or maybe horn. The handle is very small and short, too small for my hands. The blade is weak.
What are they for?

Hi Jörg,

I believe they were made for spreading caviar. The thinking is that any contact with metal impairs the flavour.
