Black Starr & Frost Strange Hallmark

I have a gravy boat marked Black Starr & Frost. It says nothing about Gorham.

It has a hallmark that is different from any BS & T hallmarks that I have found in reference books.

Can anyone tell me more about the hallmark? Thank you!

Middle mark changes to PC-in-shield when acquired by Phelps Carry Company in 1899. Used to circa 1900. Firm absorbed.

Final change to HS-in-shield [other marks lose shield] for Hartford Sterling Company 1900-1934. End of record.

WOW! You are a fountain of information. Thank you so much.
I woke up in the middle of the night after posting and it hit me
that Black Starr & Frost were likely the vendors and some other
company was the manufacturer.
