Who Would Have Copied This Hunt & Roskell Pattern?

Hello, I have this spoon and fork, and I was able to use a pattern finder which led me to the firm Hunt & Roskell, but this was an English firm that would have used English marks. The only way my spoon is marked is "sterling" and no maker. Who would have been able to copy these pieces and why?
