2 Spoons, Silver? Mark?

These 2 spoons are marked with IJ, nothing more. I have no idea if this is silver, but maybe somebody could advice?

I believe that to be the mark of the Tallinn Jewellery Factory in Estonia during the Soviet era.

The mark is TJ - Tallinn Jewellery. Trev is absolutely right.
Unfortunately this is not silver.
