Hello!
Peter is absolutely right - this is Russia, Moscow, 1746.
The upper mark on the right (old Russian letters ИЩС) belongs to an unidentified maker, known in 1719-1750. The lower hallmark on the right (Latin letters AS) belongs to assay master Andrey Zaitsev (Андрей Зайцев), known in 1735-1749.
