It is a Soviet mark from either Riga or Tallinn. A bit difficult to say which one because the assay mark is a "smudge". If you can tell me what Greek letter is behind the head, I tell you the town. Anyway "Kombinat...?" 1964 in either town.
Yes it is the worker's head and if it is " beta" the town would be Habarovsk or Kostroma. That doesn't match with the maker's mark that indicates either of the earlier mentioned towns. Some kombinat it is anyway. BTW "красное" means the color red it is not a place. Sorry, cannot make more of it. Let's wait for others to drop in...My guess in anyway that the letter is H and that would be Tallinn in Estonia.
