These hallmarks are on a golden lock. I guess it is France or Belgium. If you recognize them, it would be nice to inform me.

Not French nor Belgian but Dutch.

Lion head erased Dutch gold hallmark 750/1000 fineness (18K) used 1814-1905

The maker's mark, please have it cleaned perhaps IDK or IDV?
IDK is for J.D. Kuijpers, registered in 's-Hertogenbosch, 1821-1843
IDV is for Jelle de Vries, registered in Groningen, 1825-1868

IDL or IDL✓? in rectangle not a clear match perhaps used by Jan de Leeuw, registered in the city of Goes, around 1813 till 1845. He used IDL✓ in lozenge and in square.
