Hallmark France? Belgium

These hallmarks are on a golden lock. I guess it is France or Belgium. If you recognize them, it would be nice to inform me.

Not French nor Belgian but Dutch.

The maker's mark, please have it cleaned perhaps IDK or IDV?
IDK is for J.D. Kuijpers, registered in 's-Hertogenbosch, 1821-1843
IDV is for Jelle de Vries, registered in Groningen, 1825-1868

IDL or IDL✓? in rectangle not a clear match perhaps used by Jan de Leeuw, registered in the city of Goes, around 1813 till 1845. He used IDL in lozenge and in square.
