What is this pipe and where was it made?

I have a very small silver and bone pipe which my grandfather would have bought when he worked in Russia as a civil engineer in the 1930s. It has two hallmarks: one with XA where the X also has a vertical line through it and then 875 with, I think, a profile of a head facing right, though it's quite worn.
I'd like to know
a: what the pipe was used for as it seems a bit small for tobacco and an odd shape for a cigarette holder, and
b: where was it made

Hi Scrabble96,

two holders for cigarette papers, rolled and filled with tobacco, showing the mark ж A.

a) Kokoshnik 875 and ν (Ny) for the assayoffice of Kiew, hallmark ж A - unknown master.

Mouthpieces made of ivory, bone or amber, some had inscriptions such as: Kafkas (КАВКАЗЪ, Кавказ ), Yalta (яЛTA ).
In the most cases these mouthpieces were eight to ten centimeters long.

Enamel mouthpieces had pipe-shaped heads, were vase-shaped or looked like a small cornucopia.

I am not quiet sure, if people have used cigarette papers for these little pipes.

Many silver objects, which were manufactored in niello-technique, were made in the Kaukasus-region as “souvenirs” for people who came for a short trip in this beautiful region. This is the reason, why you can see names like “Kafkas” or “Jalta” on it. The visitors liked to take presents home f.ex. spoons, carafes, umbrellas, match boxes, trays, perfume-bottles and cigarette cases.

Thank you so much for all this information. I'd forgotten to subscribe to the post, though why no earth it doesn't do so automatically for the original post author, I don't know.

Anyway, where is "Kiew". Is that Kiev or, as it's now known, Kyiv?
