This Brandy bowl is only marked with a tax mark and the letters IB.
Is it possible to find out the maker only with his makersmark? Or is this a pseudomark because all the others are missing: yearletter, Lion, city mark etc.

The style of the lobed brandy bowl, on the oval base, arched, the vertical cast S-shaped handles crowned by a dragon's head, points to the province of Groningen. Also called the Groningen model. To date, they are frequently copied.
IB or perhaps I.B in an oval is not mentioned for Groningen. The absence of a Groningen combined city hallmark with year letter does not make it easy. Could this type of brandy bowl be made by a Frisian silversmith? Julianus Buissink, registered in Leeuwarden 1765-1808.
I have not yet come across any pseudo markings in combination with the crowned V.
Crowned V for large items; duty mark for foreign and other untaxed objects used 1814-1893. This duty mark does not give any guarantee of a precious metal standard of fineness. This mark has been used on metal with a 250 minimum silver content as a duty mark. This mark was destined for all imported, unmarked and invalid marked objects of foreign, national and unknown origin.
