This is a genuine but rare hallmark. For example Moscow and Vilno.

It concerns the assayer Alexander Romanov, active in Moscow (1886-1894), later in Riga (1895-1898), Varsovie (1899-1904) and after 1904 in St.Perersburg.
The producer - Russian П.Р. - should be Pavel Rybin or Pyotr Rykovski.

Most likely the manufacturer is Pyotr Rodionov (Пётр Родионов), the owner of a workshop and a store of gold and silver items in Moscow, a participant in All-Russian exhibitions in the 1880s, where he exhibited gold and silver items and jewelry.

I think this is the silver workshop of Peter Rykovsky (Петр Рыковский). He previously worked as an enameler at the Ovchinnikov factory. I saw "ПР" hallmarks in 1889-95. All items have enamel. Rykovsky died in 1895.

The information that Peter Rykovsky has been working for Ovchinnikov is new. Did you ever seen their hallmarks together? Could you please share your information? Also Rykovsky is listed in Moscow address books in 1898 and 1899.

When Rykovsky worked at Ovchinnikov's factory, the silver items had Ovchinnikov's mark. Mentioning a person in address books even several years after his death is not uncommon.
