1899 Sterling Spoon ID RW&Z? Info

I have a Sterling Teaspoon marked PAT. 1899 I believe the mark is RW&Z the Z I am unsure of could be a Fancy Style S. I am unsure if this is an American Company as it is from my inlaws Estate and my Father-In-Law had roots in Canada and my Mother-in-Law America. Your help as always is much appreciated.
