This sterling silver vessel was made by James Fray, Dublin Ireland, in 1820.
It is 6 inches (15.24 cm.) high.
What was it called ?

Yes, it was used as a cream pail.
However, I was looking for the Irish term for this piece.

The term for the item is a "piggin".

The term "piggin" is derived from the Irish word pigin, a small wooden vessel for holding milk or cream.
