the Lion Passant is crisp on all 9 Spoons, the next two marks are Hard, -Profile of a monarch looking left? then an undecipherable 'M'(?) over 'R'(?)then crisp' J.R' in a rectangular Cartouche. Thanks for the help.

Nothing deliberate about that, local skills at die engraving where just not on par with those to be found in the assay offices of European capitals.
