It is certainly an American piece. The mark is illustrated in McGrew's "Manufacturers Marks of American Coin Silver" were it is tentatively attributed to George Lindner of Philadelphia, active in the 2nd Q. of the 19th C.
McGrew gives credit to D. Albert Soeffing for the attribution.
George Lindner was born in Germany in about 1797. He was still an active silversmith in Philadelphia in 1870 and paid taxes on his business throughout the American Civil War.
George's son Herman was also a Philadelphia silversmith and is listed as such from 1850 until at least 1880.
