Gigantic ladle with assortment of strange marks

I found this monster 2 months ago and have yet to identify a single one of the marks on it. The piece is 13.5 inches (34cm) and weighs almost 7 troy ounces. The only mark that looks familiar is the circled 3 which would make it a stieff date mark, however the piece is not marked 925 or sterling so it cannot possibly be a 1903 stieff piece. If anybody has any insight on this I would be extremely grateful.

Weight is not really a factor of interest with plated items.
