Unfortunately I can't find any indication/proof that this is a Link & Angell mark. Any mark I find in connection with this company is connected circle/rings with L & A or L A W.

The only mark I could find that comes close to yours was used by Abel Brothers & Company ( Harry Abel ).
In business at least during the first half of the 20th century.
Problem is, they are listed as a jewelry manufacturer.
Don't know if they produced items like yours.

I have a pair of candlesticks that also have the bell with LA in the middle. The mark is exactly like the one you have. I have been trying to figure out what company it is from, but with no luck. If I turn up anything, I will let you know!!
I've come across a Brooklyn company named La Belle Silver Co.
The only items I can find by them are electric coffee percolators dating from the 30's to 50's. There is little basis for an attribution of your La "Bell" mark to this company, but they are worth a mention as a long shot.
