Hello,
it looks to me as being Russian silver. It is confirmed by the reversed N which in cyrillic alphabet is a "i" I belive this part could be the second letter of maker's mark of the Russian Silversmith Dmitriì Nikolaevich Nikolaev active in Moscow between 1896 and 1908.
