This item is probably an item of Judaica - a scroll holder about 36cm long.
The scroll is missing.
The following marks appear at various places.
I recognize the first mark as Austria-Hungary 1886-1922. The letter at the right of the face appears to be 'A', and the digit at the left is probably a 3. It is, then very much like the mark on the 925-1000 "foreign marks" page. I apologize for the poor focus.
The second mark has the initials "J.V". I don't know what to make of the third mark. The letter "A" is quite clear, but the rest is unintelligible to me.
I know that this piece is supposed to be silver, but it has a very brass-like appearance. It doesn't look like 800 silver to me (as the 3 in the first mark would indicate), but I'm really not sure. Would it have marks like this if it were not silver?
There may be a mark "D" and another "A", but they are extremely difficult to photograph.
Can anyone help?

this is definitely silver that would benefit from a loving hand - gentle cleaning and buffing with a soft flannel.
the third mark is for hungary 1866-1937, so you know that it was made before 1922 in hungary by J. V.- i don't have any of my books at hand and so cannot tell you any more.
please post another picture when it has been cleaned. (i would use a baby's toothbrush, very gently, around the top)

Austria-Hungary 1866-1922 is correct; in both marks, A=Vienna and 3=3rd standard (.800) silver. "JV" is the firm of [Ladislaus] Jarosinski & [Jean] Vaugoin, founded in Vienna 1878 and still in existence.

Thank you for your help. The scroll holder is now much cleaner. There is some black accumulation in crevices that I cannot remove, and I don't want to get too aggressive so it will have to remain.
I have two questions.
1. The interior surfaces, the "crowns" on each end, and the incised pattern on the barrel of the scroll appear quite "brassy". Could there be a gold flash on this object? That would explain to me the Vienna mark indicating Silver 800.
2. Blakstone, you indicate that Jarosinski & Vaugoin are still in business. Are you in Austria? Do you know the nature of their business these days?
