Tongue scraper?

Hi,
It was sold as an antique Chinese tongue scraper. Although the pierced design does resemble some types of Asian decoration, the piece is clearly marked for Austrian .750 silver. Anyone have any ideas of its real purpose?

ps. sides are dull, not edged. 6 inch length.

Hi Tom.

Just a guess here.
Something to do with sewing or knitting?
It'a a little big for a thread winder. Maybe it was used to hold yarn?
