It is definitely Swiss, I'm not absolutely sure, but I think that is a maker's mark of the firm Jezler. Look forward to hearing other's thoughts.

Iv'e found Iv'e got a ladle with the same mark and R.Petitpierre next to it.

Petitpierre would be retailer of the piece, Jezler is the maker and still in business.
