Please help identify SIAP 800 silver mark Italian?

Please help identify SIAP 800 silver mark Italian?

I have a set of what I believe to be German Flatware. I have looked everywhere for information on this until I started to go crosseyed.
The marks are "800" & SIAP in a Shield.

SIAP was an Italian manufacturer that closed down in the mid 1930s. The 800 mark is a usual italian mark for the purity of the silver.
If you look at google you will find some online auctions regarding "SIAP"
