Not sure that I'd date by the trademark on the box, doubtful that they disposed of all the presentation boxes when the name was hyphenated. That said, they do most likely date to right around the turn of century, give or take a few years either way. As for polishing, I'd use a gentle polish, but they do appear to have worn gold wash over a satin finish, so they might turn out a bit different than you'd expect - the spoons in the pic are freshly polished, looks like about the same wear on the piece in your design, the spoon next to it has no gold wash, and the third has fairly intact gilding.
