I believe that's Copenhagen 1808, the 'F' mark is for Frederik Fabritus who was the Assay Master. I can't help with the maker, but I'm sure you will not have to wait long to find out.

Cleaning HAllmarks
I'll definitely try to clean the hallmarks and try photos again. Thanks for all the help. What an incredible amount of expertise!
