This item was made by the Webster Company, North Attleboro, Massachusetts.
The chain is 5.5 inches ( 14 cm.) long. Each duck measures 1 inch ( 2.54 cm.) X .875 inch ( 2.22 cm.).
There are clips on the back.

What was this used for ?
