Military Eagle holding sheild and anchors sterling pin

This piece is marked with sterling on the eagle and shield.The anchor and rope is marked 10k gold filled(I think) but this mark I thought I had seen before,It looks like a sparrow with the letters HH in it. Anyone know the mark and/or what exactly it is?
I have looked in my books because I thought I had seen it before but could not find it. I have also searched the internet and this forum but it is sort of hard to describe. I was pretty sure it is american either for navy or marines
I posted the question before but it disappeared ,Sorry If I did something wrong.

Hello.

That mark was used by Hilborn-Hamburger Inc. Passaic, New Jersey.
Believe they were originally located in New York City.
Founded in 1943. Might still be in business today.

OK, Answered my own question about the military thing.It is a hat badge for an officer
and apparently the company made some for the military during WWII

Jerome M Hilborn & Jerome M Hamburger. This firm goes back to at least 1929. Earlier both men were officers in the uniform trimmings company N (Nathan) S Meyers, New York, New York.
