German 19th century makers mark

Hi,

I am looking for information on the following mark, the mark is JW over 13. I believe it to be German an from 19th century. It would be nice to know the maker and the town, maybe blakstone or someone else who knows the German marks might have an idea.

Thanks Bahner for taking your time to look at this mark, you are also one of those who knows the German marks. Possibly this mark has not been recorded well yet so for coming new research to be defined.
