It is not uncommon regarding Danish provincial silver that the silversmith uses his makers' mark twice and as in this case even three times giving it a faint recemblance to the hall marking practice in Copenhagen.
My guess is that the ladle is made by Peder Eriksen in Haderslev, Denmark (Southern Jutland, near the German border). He was born in 1826, worked as a silversmith from the 12 Oct 1854 and died in 1869.
The mark is not a perfect match to the one (mark 1909) in Danske guld og sølvsmedemærker før 1870 by Chr. A. Bøje (1954). The letters of your mark are more tilted.
