Monarch or Head of State in Round Cartouche, Eagle, Shield?

Post by EloiseFarthwargle »

Dear Experts

I've looked and looked and can't find these marks in any library. Can anyone identify this hallmark?

Item is a 9.5" serving spoon, both spoon and hallmarks pictured at this link:

Thank you for your time and attention.
