No, I believe this mark was used in Worms, not Bremen. (See Wolfgang Scheffler, Goldschmiede Hessens, mark #893b.) Is there a maker's mark? What is it on? I ask because there was also a very similar Hanau pseudo-mark, and more information is needed to make a firm attribution.

Thanks for the additional photo. It's not Hanau; those makers really didn't do simple utilitarian flatware like this. As the style here is absolutely consistent with the second quarter of the 19th century and the mark is such a good match for the one I reference, I now feel confident that Worms is correct.
