This sterling silver pin is about 1.5 inches ( 3.81 cm.) high.
It actually served a purpose.
What was it used for ?

Yes, she is golfing.
It is not a tee holder, but it does hold something used on a golf course.

You have the right idea with shot marker.
The term is "ball marker" and it is used on the putting greens.
People often use pennies or dimes here in the United States.
