Flower shaped object of question

This is Gorham ENPS (Electroplated Nickel Silver) with a 20th century anchor. There is no date stamp, so according to my research was made after 1933 and before 1941, the dates between when dating was discontinued and then resumed. It also bears a Y1092; but my searches do not reveal that this is any particular pattern. The double-tiered item sits on three ball legs. It resembles a flower; and has a flower pattern in the center. Overall, it is 2 1/2 inches tall and 6 1/2 inches across. The surface is convex, not flat - therefore eliminating its use as a base for another item (by my logic). Anyone out there know what this is used for?

I guess that here shown object could be a kind of server and placed in center of a little service table? Function: Party snack holder; like as a flower open wide her bud for bees?

"In short it seems to be a slang term which was in common use by the 1940s. Company catalogs never referred to the items as frogs. They were flower holders, arrangers, or blocks. Only rarely did the term "frog" occur in a patent. Best guess-- The metal holders sit in water like a frog."

Thanks for your response. This works out very nicely because somehow I have attracted several of the glass frogs and love to display them. This one will take its place with them and be well cared for.
