ornate spoon

Hello All,
I came across this spoon it is very ornate, with all types of design on the front there is the word forestry Building and L & C exhibition on the handle there is the word Going West and above that is the picture of a mountain with the word mount wood above it is the portraits of two men one is Capt. M Lewis and the other is Capt. W. Clark , and above that is the word POrtland, org. and finally above that is the word lewis and clork exibition 1905, I like to know who made this spoon and since there is no silver marking am I to assume this silver plated?

I would suggest that it is a commemorative spoon to celebrate the famous explorers Lewis & Clarke, who were pioneer explorers in the Pacific Northwest of the U.S.A.

The wording “POrtland, org”, should be Portland, Or, for :Portland, Oregon, where Lewis & Clarke are folk heroes.
