It's 1829, I guess what's confusing you is the shape of the date letter shield. The shield on your spoon, without the point to the base, is often found on smaller pieces.
The maker, as far as I can see, would have been Benjamin Davis, a spoonmaker who entered his first mark in 1823 and at the time your spoon was made was working out of 5, Wellington Street, Goswell street, London.
