Bird Mark and "95" on small silver goblets

Hello! I am new to this, and I am over my head with these marks found on eight small silver goblets\chalices. I am posting this in "Silver of the Americas" only because they were found here in North Carolina; they may be European. I've searched the forum and looked at all of the marks and can't find the little bird.

At first I thought the bird was the mark of Ernst Hecker, but it is not quite the same. This bird is a little more "tidy" and he is in a rectangal, rather than a triangle.

Also, I am not sure of the meaning of the "95" stamp. I would assume that this means 95% silver, but I don't know when this would have been used, or where.
