H is wardein and his name is Chistern Hoff active 1821 to 1860
He has set 2 marks because the H over w is also his mark. Why 2 marks - no idea.
Regarding maker - center mark - try to write the 2 letters then I can look again.
Excuse my ignorance on the topic, but is it possible the RH was marked at the time of manufacture and the item later received the other marks as a type of "verification" at a later date -- perhaps the item had the RH mark and sat in "inventory"?
Sorry if my conjecture is impractical -- just a thought. I am not experienced in this type of article.
I appreciate all info on this particular item -- it is now more interesting to me because my ancestors lived in Bergen Norway in 1839!

In my book city mark is labeled Christian Børs 1848 - so that makes it even worse.
Monthmark is a tax mark. Saying tha tax was paid.

I am sure that it is right that the wardein is Christen Hoff 1821-1860 and the mark is Rasmus Elias Hansen 1789-1825. His widow went on with the workshop until ca. 1855 and used his mark.

Thanks to everyone for identifying this piece for me. With respect to cleaning, I would think removing the 170 year old patina is NOT desirable. I have only used soap/water and acetone to remove surface debris.
